Certainly, the RES Course is a mandatory requirement when it comes to getting your Real Estate Licence.

As more people aspire to become a RES, there is a fairly simple explanation for the recent increase in this demand.

Heck, you could even become a RES without taking the RES Exam in the past! (I know, right?)

Fantasy aside, in today’s world, you would have to pass the RES Exams before registering with the Council for Estate Agencies (CEA) as a bona fide real estate agent.

But before you can do that, there is the RES Course that you would have to attend.

And yes, it feels like going back to school.

Ah, the good ol’ times…

And of course, by no means is the RES Course easy…

But hey, no pain no gain.

Hence, there are a gazillion things to note when it comes to taking the RES Course in 2021.

Particularly, these 11 things:

1. RES Course Fees 2021

With abundant choices of CEA Approved Course Providers in the market, the average cost of these courses is around $720. (read on to find out the list of recommended providers)

“It’s a tad too expensive, isn’t it?”

Well, no worries as there are ways to defray the cost:

  • Singapore Citizens and Permanent Residents (PR) above the age of 25 can utilize their SkillsFuture credits of up to $1,000 for the RES Course
  • NTUC members get to enjoy a subsidy of up to $250 of Union Training Assistance Programme (UTAP) for the RES Exam

As announced in Budget 2020, all Singapore citizens aged 25 and above would receive an additional one-off SkillsFuture credit top up of $500, on top of their opening credit of $500.

Basically, if you are a Singaporean aged 25 and above, you would have $1,000 SkillsFuture credits (provided you have not touched it).

Meaning?

You can join the RES Course for free if you meet the above requirements!

Note: The one-off $500 SkillsFuture credit will expire on 31 December 2025. So make sure you spend it before that!

2. RES Examination Fees 2021

The RES Exam comprises 2 papers, which costs $417.30 (inclusive of GST) in total.

For retakers, the cost would be $235.40 (inclusive of GST) for each paper. Do note that only candidates who have passed at least one of the papers are eligible for re-sitting for the other.

Other than the mentioned fees, here are some other costs to take note of too.

After passing the RES Exam, you are required to pay a registration fee with a licensed real estate agency. Below are the costs involved:

  1. RES Registration Fee: $230 (annual CEA fee) + $53.50 = $283.50
  2. Professional Indemnity Insurance: $120
  3. Admin fee (levied by agency) for ID Tag/Name Cards: $300 to $500

Hence, you will need to save around $2,200 to acquire your real estate licence, in consideration that you pass your exams on the 1st attempt.

While the total cost might sound daunting to you at first…

There are a number of agencies that are offering subsidization for their registration fees (usually comes with some terms and conditions).

Therefore, the amount you need to pay is actually significantly lower.

 

3. What is the RES Course?

The RES Course is a preparatory module for all parties interested in pursuing a real estate career. The duration of the RES course is usually 1-2 months, depending on which type of classes (full day/evening) you take.

Once completed, course takers will have a validity period of 2 years to take the RES Exam.

Estate Agents Act

Under the Estate Agents Act, it is mandatory for new entrants to attend and complete the course through a CEA Approved Course Provider.

This regulation by CEA has a few reasons:

  • Improve the quality and standards for all potential realtors pursuing estate agency work
  • Ensure real estate agents possess relevant knowledge and expertise
  • Understanding and apply good ethical standards

The course consists of a wide range of syllabus on the policies, rules, and regulations on real estate agency practices, as well as professional handling and complying with our government policies and laws.

To put it bluntly, the RES Course is not a simple course at all.

There are a bunch of materials to remember, understand, and apply to real-life cases.

Not even the practicing veterans of the real estate industry can remember every rule and regulation.

Do be mentally prepared before you take on the course and ensure you commit yourself to it.

4. RES Course Eligibility

To qualify for the RES Course, these prerequisites have to be met:

  1. Singapore Citizen or Permanent Resident
  2. At least 21 years old and above
  3. A minimum of 4 GCE ‘O’ Level passes or equivalent
  4. Fulfills CEA fit and proper criteria

If you fulfilled all of them, congratulations! You are one step closer to starting your property agent career!

5. RES Exam Topics 2021

As there are 2 papers to sit for, Paper 1 will be testing candidates mainly on these topics:

  • Real Estate Agency Industry Overview
  • Basic Land Law Concepts
  • Dealings with Interests in Land

While Paper 2 will be testing on these topics:

  • Regulation of Real Estate Agency Industry
  • Real Estate Marketing
  • Property Transactions

6. Taking the RES Exams in 2021

To qualify for taking the RES Exams, candidates are required to complete the RES Course with a minimum attendance rate of 75%. Course graduates will also receive a certification that indicates course completion.

With this certificate, you will be eligible to take on the RES Exams at the SEAMEO Regional Language Centre (RELC).

The RES Exams will be held 3 times a year – February, June, and October.

Tip: Register at least 2 months in advance as the registration usually closes 1-2 months prior.

7. RES Exam Format

As mentioned above, there are 2 papers for the exam and each will have 3 sections. Each paper’s duration will be 2.5 hours.

  1. Section A: 50 Multiple Choice Questions (50 marks)
  2. Section B: 15 Multiple Choice Questions with reference to 1-2 case studies (30 marks)
  3. Section C: 10 Fill-in-the-blanks Short Answer Question (20 marks)

In order to obtain your RES licence, you will need to pass both papers. The passing mark for each paper is 60% and subjected to review by CEA.

8. RES Exams’ Results Notification

Candidates who have taken the RES Exams will receive an email notification from CEA’s appointed Examination Administrator 4-6 weeks after the RES Exams.

There will be 4 different kinds of outcomes in the email sent to candidates:

  1. Pass (P)
  2. Fail (F)
  3. Pass Paper 1; Fail Paper 2 (P1 F2)
  4. Fail Paper 1; Pass Paper 2 (F1 P2)

As mentioned above, only the 3rd and 4th outcome will allow a candidate to re-sit for the paper that they failed.

There is one important thing to note here for retakers – you are required to pass the remaining paper within the 2 years validity period from your course completion.

Failing to do so will require you to retake the RES Course before attempting BOTH papers again.

That’s right. Your pass results from the previous examination will be voided if you do not adhere to the 2 years timeframe.

9. Appeal for RES Exams Results

If you’re in the scenario where you think that you should have passed the exams but didn’t, you may submit an appeal to SEAMEO RELC, the appointed Exam Administrator to review your papers.

The appeal should be submitted within 5 working days from the date of the examination results.

Note: A non-refundable fee of $64.20 (inclusive of GST) will be charged for the review of each paper.

10. Fulfilling All Criteria For Aspiring Real Estate Agents and Foreigners

“Alright, I’ve attended the RES Course and passed my RES Exams! I’m a qualified real estate agent now!”

Woah, hold your horses.

Completing the RES Course and passing the RES Exams does not qualify you as a full-fledged real estate agent.

Instead, you have to fulfill the other registration criteria which include approaching a registered estate agency to submit your RES application to CEA.

There is a list of registration criteria on CEA’s website you can refer to.

As for foreigners that would like to pursue a real estate career in Singapore, you will need to have a valid Employment Pass (EP) issued by the Ministry Of Manpower (MOM) before you can proceed with the RES registration with CEA.

A letter of sponsorship issued by your real estate agency will be needed when you register for the course.

Hence, it’s imperative that you find an established and reputable real estate agency that is willing to hire and help you with the registration process.
